Leadership: Fred Goldstein

Accountable Health is led by Fred Goldstein, a nationally recognized expert with decades of experience in population health, health maintenance organization (HMO) operations, and hospital management (med/surg and psych). His background combines executive leadership with a hands-on entrepreneurial spirit, having founded and operated companies that deliver measurable health improvements at scale.

A Career of Industry Firsts and Proven Results:

  • Operational Excellence: Fred operated an HMO that achieved a Commercial HMO License, was awarded a Medicare demonstration project, achieved the #1 quality rating for Medicaid health plans in Florida, and received NCQA Accreditation in its second year of operations.

  • Innovative Care Programs: He developed disease management programs for employers and the first disease management programs specifically designed for individuals living with HIV/AIDS and schizophrenia for State Medicaid Programs.

  • National Scalability: As a founder, he bootstrapped a company that operated disease management programs in 12 states, including specialized programs for 10 state Medicaid agencies.

  • Federal Policy Impact: Fred was directly responsible for the inclusion of the Annual Medicare Wellness Visit in the Affordable Care Act (ACA), a cornerstone of preventive care for seniors.

  • Technological Innovation: He has overseen the development of award-winning health technology, including mobile apps and IT systems focused on chronic care and population health management.

Our Multi-Faceted Perspective

Beyond consulting, Fred is a deeply engaged thought leader in the academic and professional community. He serves as an Instructor at the John D. Bower School of Population Health, has been a member of the editorial board of the journal Population Health Management since 2012, is the Past Chair of the Population Health Alliance, and is the lead host of the radio show PopHealth Week.
